I have just fully unlocked my iPhone 1.1.4 to 2.0 firmware using the new pwnage tool. This is fully operational and 100% working for me. You need a Mac to use the pwange tool and to create the IPSW file. However you dont need a Mac to use the ipsw file.

You merely open up the IPSW file in itunes by clicking shift+restore and then restore your phone with the new firmware.

NOTE

I have only tested it from 1.1.4 to 2.0 (1.2.0) i haven't tested it for 1.1.1, 1.1.2 or 1.1.3 so proceed with caution if you have a firmware other that 2.0 (1.2.0).

I am not responsible for damaging your phone or iPod.

But hey if it worked for me, it will work for you!
